Hayles accuses Gov’t of bypassing PNP constituencies as it expands water supply

KINGSTON, Jamaica–Opposition Spokesman on Water and Special Projects, Ian Hayles, has stated that communities represented by the parliamentary Opposition are being starved of water projects.Hayles made the charge while pointing to 34 projects listed by the Minister of Water, Matthew Samuda, in his recent contribution to the Sectoral Debate to demonstrate the plan to expand access by constituency.“The challenge is that he listed 34 projects across the country at a cost of 4.2 billion Jamaican dollars. But 3.65 billion, or 85 per cent of this money, was being spent in constituencies with a Jamaica Labour Party (JLP) Member of Parliament,” said Hayles.“My question is simple: do only constituencies with JLP supporters need expanded access to water?” he said.Addressing Samuda, he said, “Minister, I put it to you, Jamaicans who voted for the PNP (People’s National Party) Members of Parliament also need access to water. And to further make my point, remember that JLP supporters also live in constituencies with PNP Members of Parliament”.Hayles said it was for this reason that he was recommending a transparent system for identifying projects to expand access, and that these projects be published with a quarterly project update.“Without this, we will be unable to know whether meaningful progress is being made. In addition, I believe that the country needs a master plan outlining how water access will be expanded. Jamaica deserves to know,” he said.

In "Devastating" Immigration Ruling, Supreme Court Allows Trump Admin to "Turn Back" Asylum Seekers

The Supreme Court has sided with the Trump administration in a major blow to the rights of immigrants, refugees and asylum seekers. The court ruled 6 to 3 along partisan lines to sanction so-called metering at the southern border, which allows immigration officers at ports of entry to block asylum seekers from setting foot on U.S. soil. “In a time of increasing conflict and climate catastrophe, this will result in many more deaths,” warns Erika Pinheiro of Al Otro Lado, the lead plaintiff in the case. When the turnback policy was first introduced, recounts Melissa Crow of the Center for Gender and Refugee Studies, who served as co-counsel for the plaintiffs’ case, many asylum seekers became “so desperate that they ended up trying to enter between ports of entry, either by swimming across the Rio Grande or by traversing the desert under harrowing conditions, and many, many of them didn’t make it to the other side.”

This summary doesn't do this complex chapter justice. The first paradox is power: The central issue is no longer only access to scholarly outputs, but who controls the infrastructures through which scholarly communication is organised. This is why I have historically argued for decentralized open access, rather than platform centrlization. The second paradox is 'reciprocity', where proponents of openness have opposed text and data mining (TDM) because the same openness that dismantled subscription barriers also created conditions under which scholarly content could be recomposed as a scalable input for platform economies (readers should remember my many years of advocacy for a non-commercial clause to prevent just this). The third is governance: smaller data infrastructures now find themselves overwhelmed by automated scraping requests, forced to absorb the operational costs of large-scale harvesting while lacking the resources to govern, limit, or benefit from such use. 'Foolish': Republican warns of new 'calamity' Trump created by going after immigrants

A Republican lawmaker slammed the calamity the Trump administration has created by revoking Temporary Protected Status for thousands of immigrants. Last year, the Trump administration abruptly revoked TPS for Haitian and Syrian immigrants, a move that impacted approximately 356,000 people currently living in the U.S. The order was swiftly challenged, but the Supreme Court recently ruled that President Donald Trump has the authority to unilaterally revoke TPS, an opinion that stunned many legal analysts. Rep. Mike Lawler (R-NY) slammed the decision during a new interview with CNN's Jake Tapper on The Lead. As I have stressed to the administration for over a year, while I don't dispute the president's ability to end TPS ... it is foolish to do it at this moment because we are going to create a calamity within our own health care system as a result, Lawler said. Lawler, whose district includes one of the largest Haitian immigrant populations in the U.S., noted that many of these immigrants work in health care, caring for the elderly and disabled. He added that he's asked the administration to instead extend work visas to the immigrants, some of whom have lived in the U.S. for decades. Lawler also noted that it would be dangerous to send Haitian and Syrian immigrants back to their home countries, which raises a host of questions about the timing of the move. The fact is, from a humanitarian standpoint, it is disastrous to send them back home at this moment, and it will have a profound negative impact on the American people, Lawler said.
