Senate Majority Leader John Thune has resisted using a talking filibuster to push it through, drawing Luna's ire.Luna previously threatened to sink FISA reauthorization unless the SAVE America Act was attached. Those standoffs ended without resolution, and the Senate bill remains in limbo.
