Sultan al-Khulaifi, a senior researcher at the Center for Conflict and Humanitarian Studies in Qatar, said Iran’s response appeared to show some movement on nuclear-related assurances but not on transferring enriched uranium outside the country.
He argued that recent attacks in the Gulf were intended to maintain pressure on oil markets, Gulf states and Washington, but warned such actions were “unacceptable” and would make rebuilding confidence in the region far more difficult. Abbas Aslani, a senior research fellow at the Center for Middle East Strategic Studies in Tehran, said Iran viewed ongoing US military activity in the region as complicating diplomatic efforts. He argued that both sides needed to return to negotiations if they hoped to reopen the Strait of Hormuz fully and secure a broader peace agreement. The discussion followed Qatar’s condemnation of a drone attack on a commercial cargo ship, with Doha calling it a violation of freedom of navigation and international law. al-Khulaifi said Gulf states remained firmly opposed to the use of the Strait of Hormuz as a bargaining tool, warning that continued instability could push countries to seek alternative trade routes away from the Gulf.
