Part of that is the president's ballroom, they're looking for funding there, part of it is this compensation fund being all held up in the Senate,” Urban said. “I don't think that gets through, I don't think the House [or] Senate votes are there, Republicans are going to exact a pound of flesh on that. And then moving forward going to the midterms, it's very difficult. Republicans are structurally pushing a big rock up a hill because the party in power, traditionally, loses seats.”
