13-year-old kept in dog kennel among 6 kids rescued from 'filthy' Wake County home, documents say

After an investigation, Lacy Douglas Hocutt Jr., 34, and Rachelleigh Marie Galasso, 33, were arrested on Wednesday, the Wake County Sheriff's Office said.
